?In the aftermath of Sunday?s front-page article in the Albuquerque Journal on how 70% of births in New Mexico are financed by Medicaid, we are beginning to hear the conservative refrain. The ?takers? are at it again, they say. So many people on ?welfare,? so many children hooked on government from birth.? Its like Captain Renault (Claude Reins) telling Humphrey Bogart in Casa Blanca, ?Shocked, I?m shocked that gambling is going on in this establishment. ? Of course, as the Captain is speaking, he is?? handed a note from a croupier that tallies his winnings.

In New Mexico the ?winnings? are the payments for the births that go to the hospitals the delivery room nurses, the doctors, to small and large towns throughout the state who, would be struggling to collect from low-income parents, or paying for the deliveries themselves, were it not for the program.

The winnings are also in the health of New Mexico?s children, about 2/3 of whom are born into families who need a little help. For about two decades, the state has seen it as a good investment here in one of the poorest states of the country, especially when the federal government is paying the lion?s share. Even considering the cost of deliveries, the price tag for prenatal care, childbirth and health coverage for children is relatively modest, in comparison to other program expenses like nursing homes. Without this initial investment the costs to the state in premature births, poor outcomes, special education, even criminal justice, would be much more. ?

This summer, the Legislative Interim Health and Human Services Committee heard about another program that, for young children, could increase the return on the investment even more. It?s called home visiting. It?s a voluntary program that is already yielding results for young families in Rio Arriba and Grant Counties as nurses and community health workers visit with first time mothers throughout their pregnancy and during those first crucial months after the birth of their babies.? The trained health care professionals teach parenting skills and assist mothers with routine care, making sure that the baby has all its shots, and that problems don?t turn into domestic crises. ?But of the approximately 19,000 newborns on Medicaid each year only about 1100 get the service through a program in the Children Youth and Families Department, which for the most part is funded through private foundations.? At present, there is little state Medicaid funding?with its attendant federal match--and the state is missing a huge opportunity to get more women pre-natal care, increase the number of well child visits, and save money in the long run.?

? The staff of the Legislative Finance Committee estimates the return on investment for home visiting is five dollars for every one invested.? This year?s LFC budget recommends increasing Medicaid funding for home visiting so that 500 more families get this important service. Sen. Jerry Ortiz y Pino is carrying Senate Bill 68 to boost the CYFD programs.? These are modest proposals that deserve your support ?particularly if you are shocked, shocked by the number of Medicaid births. This investment may bring them down in the long run, one family at a time, as new parents begin to understand the responsibility of parenthood, gain self-respect and think again about that second or third child. Combine that with a decent rate of economic growth and you?ve got a big payoff for New Mexico.??

Forget buying software: You can now rent Microsoft Office

Considering that we can have music, movies, TV shows, Photoshop???even underwear???via some sort of monthly or yearly subscription, it's about time we can finally rent Microsoft Office 365, too.

The Hindu festival is billed as the world's largest gathering, a chance to wash away karmic debt and liberate oneself from the cycle of rebirth and death.

Their faces smeared with ash and bodies covered in little more than marigold garlands, the religious men marked the opening of the Kumbh Mela, by rushing into the cold water to bathe at 5 a.m. on Monday.?

The Hindu festival is billed as the world's largest gathering, a chance to wash away karmic debt and liberate oneself from the cycle of rebirth and death. It's also a broadly shared experience in a country where the saying goes that there are as many Indias as there are Indians.?

"What is most endearing about the Kumbh festival is that all Hindus across caste and class come together. All hierarchies melt in the great river. It's unity in diversity," says Ram Naresh Tripathi, a retired journalist and Hindu astrologer?in Allahabad.

This is one of four Kumbh Melas, each held in different cities over different intervals???this one comes to Allahabad every 12 years. These festivals?are all miraculous, at the very least in terms of logistics.

On Monday's opening, at least 10 million people bathed in the?sangam,?or confluence, of three rivers, the Ganga, the Yamuna, and the Saraswati.?By the end of the festival on March 10, an estimated 100 million people will have bathed in the river. Feb. 10 is the day considered most?auspicious?by religious followers, and is therefore the busiest day.

A temporary tent city has been set up on 6,000 acres of land, and the Indian Railways is running 750 special trains to make sure people from different parts of the country can reach it. ??

The numbers indicate the scale of the exercise: 18 pontoon bridges, 35,000 toilets, 97 miles of new roads, 355 miles of water pipelines, 497 miles of electric wires, 48 power sub-stations, four warehouses for grains, groceries and vegetables, 22 doctors, 120 ambulances, 30 new police stations, 100 beds for local hospitals and so on, according to Mela Officer Mani Prasad Mishra.

At a press conference addressed, journalists complained about incomplete work, to which Mr. Mishra replied that the authorities had been rushing against time. "We are in control of the situation and whatever requirements are needed to conduct it successfully have been put in place," he said.

The government has taken measures to fight contagious diseases, expected stampedes and fires, and terrorist attacks. Some 30,000 policemen are patrolling the Kumbh, which is under the surveillance of 56 watchtowers and 89 CCTV cameras. A market made up of 11,000 stalls has been set up to sell everything from food to?ornaments and curios.

The festival cost an estimated $290 million to organize, but a study by The Association of Chambers of Commerce and Industry in India says the Uttar Pradesh state government is likely to recover most of it through revenues generated by tourism.

Tourists and pilgrims are expected from across the world. Among the expected visitors: The Tibetan spiritual leader the Dalai Lama, and actors Richard Gere, Michael Douglas, and his wife Catherine Zeta Jones.

Mr. Tripathi, the journalist-turned-astrologer, said the Kumbh had changed a lot since his childhood, with the gathering now catering to Hindus with newfound wealth. ?The?sadhus?[ascetics] have all become hi-tech. They used to come on foot from hundreds of miles away but today they come in cars and carry gadgets like tablet computers,? he says.

Increasing severity of erectile dysfunction is a marker for increasing risk of cardiovascular disease and death

Jan. 29, 2013 ? A large study published in PLOS Medicine on January 29, 2013, shows that the risk of future cardiovascular disease and death increased with severity of erectile dysfunction in men both with and without a history of cardiovascular disease. While previous studies have shown an association between ED and CVD risk, this study finds that the severity of ED corresponds to the increased risk of CVD hospitalization and all-cause mortality.

The study authors, Emily Banks (from the Australian National University) and colleagues, analyzed data from the Australian prospective cohort 45 and Up Study. The authors examined the association between severity of self-reported ED and CVD hospitalization and mortality in 95,038 men aged 45 years and older, after adjusting for a number of potential confounding factors. The study included more than 65,000 men without known CVD at baseline and more than 29,000 men with known CVD. There were 7855 incident admissions for CVD during an average 2.2 years of follow-up ending in June 2010, and 2304 deaths during an average of 2.8 years of follow-up, ending in December 2010.

The authors found that, among men without known CVD, those with severe versus no ED had a relative 35% increase in risk of hospitalization for all CVDs, and a relative 93% increased risk of all-cause mortality. Among men with known CVD at baseline and severe ED, their increased risk of hospitalization for all CVDs combined was a relative 64% and for all-cause mortality, 137%.

The researchers say: "The findings of this study highlight the need to consider ED in relation to the risk of a wide range of CVDs." They also stress that it is unlikely that ED causes CVD; rather both are caused by similar underlying causes such as atherosclerosis. As a result, ED could serve as a useful marker to identify men who should undergo further testing to assess their risk for CVD.

Ryerson University began as a polytechnic institute devoted to the training of students in applied technology. This technical history has informed Ryerson?s identity and culture, playing a significant role in the way the University defines its relationship to the digital age. As we enter an era of ever changing technology and a digitally-connected society, a look back at the early days of computing at Ryerson showcases the development of a digital campus and its impact on the Ryerson way of life.

Always at the forefront of innovation, Ryerson?s early use of computing technology began in the 1960s when Ryerson was one of the first institutions to acquire a general purpose computer, an IBM Model 360-30, affectionately named ?DAISY? (Direct Access Information System).

It?s difficult to imagine a world without smart phones or even personal computers, but the early days of computing at Ryerson involved the use of one centralized system that students would line up to use. Eventually this changed to include the addition of terminals throughout campus that would connect via Bell phone lines to the main computer. The main functions were academic and administration assistance, including student registration, payroll, scheduling, grades, library circulation, and the occasional selection of Miss Ryerson.

DAISY was not without its quirks. Nearing the end of its?life-cycle the first model would confuse library punch cards and harass students with overdue notices on books that had been returned. In 1975 DAISY took the initiative of creating a brand new Journalism class consisting of three surprised students.

DAISY would be upgraded three times, 1967, 1969, and up to an IBM Model 360-65 in 1973, which contained 256 kilobytes of core memory and cost the annual amount of $404,000.

The process of running a ?job? or task included manually typing programming instructions into a ?punch? card, feeding the card into the computer terminal, which would then process the program and data, and print out the results. This process was called ?batching?, and would continue until the 1980s, when the University realized the technology was quickly becoming obsolete. The ever-increasing rate of change and the resulting obsolete formats is a factor which would continue to define digital technology into the twentieth century.

In 1974 the Joint York-Ryerson Computing Centre established the first cooperative computing centre in Canada with the objective of sharing expertise and reducing costs. This resulted in the end of DAISY, which was dismantled and returned to the American company from which it was leased. The first of its kind in Canada, the YRCC operated with the main computer at York and connected terminals at Ryerson.

In the late 70s, the demand for more computers and processing capabilities gave rise to student protests over the lack of computer resources. The computer centre was so overwhelmed that they implemented restrictions and quotas on accessing the computer mainframe. Each department would receive an allotment for its students to use throughout the semester; if a student ran out of credit, then they would have to petition for increased time. In 1979 the situation escalated to the point of violence, in which a student was stabbed in the arm with a pen when he attempted to use someone?s punch-card terminal.

In 1983, IBM donated $3.7 million worth of computer hardware and software to Ryerson, at the time the largest single donation to the institute. The equipment, an IBM 3033 processor, 300 terminals, five personal computers and advanced software, created an on-line interactive system and established the Ryerson Computing Centre.

TECHNOLOGY IN THE LIBRARY

Ryerson Library was an early adopter of computer technology on campus. The early days of libraries consisted of card catalogues and handwritten entries signing out books. In the second half of the 20th century, this rapidly changed to an electronic format that would alter the way knowledge was organized and retrieved.

For Ryerson Library the shift to digital began in 1968 when the library converted the author, title and catalogue data for all books to machine-readable form, implementing an electronic circulation control system to keep track of books. Students would no longer sign out books, but punch out computer cards.

In 1978, Ryerson library became the first library in North America to operate its circulation system on-line using DOBIS/LIBIS, a computerized library system developed by IBM in Europe. DOBIS (Dortmund Bibliotek System) replaced the dated Mohawk punch-card circulation system.

The circulation function involved the first-time use of barcode labels affixed to books and ID badges read by an IBM optical scanner. Throughout the 80s and 90s technological advancement in the library would continue, including the development of its first computer lab in 1982, as well as developments in subject indexing and electronic resources.

In the last quarter century Ryerson University has paved the way for technology-driven learning. This can most clearly be seen with the new Student Learning Centre, which promises to provide an interactive environment employing the latest in digital technology. Projects such as the Digital Media Zone act as an incubator for Ryerson students to collaborate in the design and implementation of digital tools and apps. Accessible technology has placed students at the centre of e-learning, furthering the role students have in shaping their education and campus environment. These developments would not be possible without the small but significant steps taken in the 1960s towards a progressive, digital future.

At Downsize Fitness gyms, the slender need not apply

NEW YORK (Reuters) - At Downsize Fitness health clubs, the treadmills are wider, the head trainers are weight-loss veterans and new members must be at least 50 pounds (22.7 kgs) overweight.

It's all about creating a more welcoming environment to battle the bulge and drop the excess weight.

Francis Wisniewski, a hedge fund manager, started Downsize Fitness in 2011, when he was struggling to lose weight and found himself intimidated by one-size-fits-all gyms.

"I figured if I was uncomfortable, a lot of people must be. Overweight people feel like they're on display," said Wisniewski, who has gyms in Dallas and Chicago.

His inspiration came from the hit television reality show "The Biggest Loser."

"We wanted to make it the ?Biggest Loser' in real life," he said. "Most people would be successful if they could spend 15 weeks just exercising. In real life we have jobs. You go to the gym one hour, five times a week and change your diet."

The gym provides nutritional counseling, and the equipment is built for heavier people.

"A lot of equipment supports only up to 350 pounds," he said. "Ours is over 600. And our personal trainers are used to working with overweight people. Two of our head trainers have lost over 100 pounds on their own."

Wisniewski said people can lose 50 pounds in six-to-12 months of training.

"We didn't want people who need to drop 20 pounds for a wedding," he added.

Comfort and camaraderie are what matter to Dave Chiscon, a 38-year-old Chicagoan who joined Downsize Fitness in late August.

"I walked in and people my size were really working out hard," said Chiscon. "We're all in the same boat. We're all moving in the same direction."

Chiscon, who has lost 30 pounds in four months, said the gym is the highlight of his day.

"I work hard and I burn 1,200 calories," he said.

Along with his cardio and resistance routines, he's become a fan of group fitness classes, such as yoga, Pilates and boot camp.

"At other gyms, if I'm doing jumping jacks and my belly flops out of my shirt, I would stop," he said. "At this gym I don't care. The woman next to me is doing the same thing."

Gary Liguori, an expert in exercise science with the American College of Sports Medicine, called Downsize Fitness a unique behavioral approach for getting people active because they don't have to worry about being self-conscious.

He said historically overweight people have not been successful with exercise and it's not unusual for them to feel intimidated at gyms.

As you can see, this was a very, very short duel, mainly because it is just to illustrate the workings (and I was dueling myself...) I think the basic system is pretty easy to understand - Changes in LP are always bold, the turn markings are bold, and names of cards in italics. If any questions, feel free to post them here :) Also: leave a message when you are ready to start your own duel, and I'll set up another OOC thread so we can start. I have all the exam decks ready :)

UN group OKs new video format to save bandwidth

(AP) ? The U.N. telecommunications agency says its members have agreed upon a new compression format that could dramatically cut the amount of Internet bandwidth currently used by video files.

The International Telecommunication Union says the format, or codec, known as H.265 would require just half the amount of data needed by its predecessor, H.264.

The Geneva-based agency says videos encoded using the H.264 format ? which is favored by devices such as Apple's iPad ? currently account for two-fifths of web traffic.

ITU said in a statement late Friday the new H.265 codec could pave the way for "the next wave of innovation," such as faster movie downloads and higher-quality video streaming.

Democratic Senator Harkin says will not seek re-election

DES MOINES (Reuters) - Senator Tom Harkin, an Iowa Democrat and one of the most liberal senators, said on Saturday he will not seek re-election in 2014, saying he felt that after 40 years in Congress, it will be "somebody else's turn."

Harkin, 73, who has focused much of his long congressional career on farm policy and legislation aiding people with disabilities, is the third senator facing re-election in 2014 who has announced his retirement, following Democrat Jay Rockefeller of West Virginia and Republican Saxby Chambliss of Georgia.

"I don't by any means plan to retire completely from public life at the end of this Congress," Harkin said in a statement. "But I am going to make way for someone new in this Senate seat. I think that is right not just for me, but for Iowa, as well."

Iowa, site of the early presidential caucuses, is considered a political swing state and Harkin's departure could put the Democratic Party's long-time hold on the seat at risk. Republican Charles Grassley is Iowa's other senator.

Democratic Party officials said Harkin's announcement, coming early in the current two-year election cycle, would provide ample time to recruit a strong candidate.

U.S. Representative Bruce Braley, a Democrat, is widely seen as a front-runner to replace Harkin. Agriculture Secretary Tom Vilsack, a former Iowa governor, and his wife Christine Vilsack, who ran unsuccessfully for Congress last year, are also viewed as potential candidates.

Among Republicans, Representatives Tom Latham and Steve King could be contenders.

In his remaining two years in office, Harkin said he will focus on implementing President Barack Obama's healthcare reforms, expanding job opportunities for people with disabilities and expanding access to education.

A party maverick, he angrily opposed the White House over the recent fiscal cliff compromise that Vice President Joe Biden negotiated with Senate Republican leader Mitch McConnell. Harkin said the deal that raised taxes only on the very rich will help the wealthy at the expense of the middle class.

Harkin was first elected to the House of Representatives in 1974 and the Senate in 1984.

"When the current Congress is over, I will have served in the United States House of Representatives and the U.S. Senate for a total of 40 years. After 40 years, I just feel it's somebody else's turn," he said.

Design Engineer Jude Pullen wanted one too, but also wanted to use materials he already had. A couple of cardboard boxes and a hot glue gun were all it took to build this case.

Jude walks us through the process from start to finish at the link below, including the measurements and cuts required to make the case look as good as this one?complete with the lights shining through the case, all of the holes for the required ports, and even the toothpick ventilation bars across the top of the case to keep the Pi nice and cool. The video above, which Jude made for DesignSpark, outlines the project.

He used standard cardboard for the case, but he also notes that you shouldn't just take his finished product for granted?consider what kind of cardboard you have on hand to work with, and then think about what the final product you plan to use your Pi for will look like. Nexus 4 headed to Fido in Canada next month

Hot on the heels of Videotron's announcement yesterday, rival Canadian network Fido has announced that it too will carry the LG Nexus 4. The phone has appeared in Fido's reservation system, with a release scheduled for sometime in February. To secure a Nexus 4, Canadians will need to pay a C$40 up-front reservation fee.

Pricing information is promised in the near future, but if other territories are anything to go by, it's likely the unsubsidized cost will be somewhat higher than the Canadian Google Play Store price.

FCC application reveals Google's plans for campus-wide wireless network

Earlier this month, Google applied with the FCC to create an experimental wireless network on its Mountain View campus. The network will initially cover a 2 mile radius of the Googleplex, and will run on a specific set of frequencies -- 2524 to 2625MHz. The set of frequencies is a bit obscure and isn't actively being used by any major carrier or devices, that is except for Clearwire. So we know Google is making its own cellular network for use around its campus, but what everyone's really wondering is why are they doing it?

White House, gun advocates find small piece of common ground

After all, the National Rifle Association, which had a representative in the room Jan. 10, blasted the session immediately after, saying it was more about attacking the Second Amendment than about keeping children safe.

But another gun rep in the room, Richard Feldman, president of the Independent Firearm Owners Association, reports progress. He has received word from the vice president?s office that President Obama?s FY 2014 budget will double funding for the National Integrated Ballistic Information Network. NIBIN is a ballistic imaging system that enables the capture and comparison of images of bullets and cartridges to aid in solving crimes and establishing links between crimes.

In the 2014 budget, funding for NIBIN will rise by $24 million, to $50 million ? a tiny sum in the context of the federal budget, but still meaningful to law enforcement.

?That budget request will allow ATF [the Bureau of Alcohol, Tobacco, Firearms, and Explosives] to make necessary upgrades to equipment, assist state and local law enforcement with input and analysis of ballistics information, and train state and local partners,? Mr. Biden?s office told Mr. Feldman in an email.

Feldman says he pushed for more NIBIN funding in the Jan. 10 meeting with Biden.

?This tells me they listened,? he says.

"We still have some major disagreements,? Feldman adds, ?but we shouldn't allow the things that divide us from moving forward on the many issues we agree upon, this [NIBIN] being an important one.?

Meanwhile, on Capitol Hill, discussion of the next steps to take to combat gun violence continues. On Wednesday afternoon, the Congressional Gun Violence Task Force will hold a hearing, with testimony from sportsmen, gun-rights advocates, law enforcement, and mental-health professionals.

According to Rep. Mike Thompson (D) of California, chairman of the task force, the hearing will focus on steps Congress can take to keep guns out of the hands of people who should not have them, while protecting the rights of responsible, law-abiding citizens.

Gun violence became a top concern for the Obama administration after a massacre of schoolchildren last month in Newtown, Conn. Obama mentioned Newtown in his inaugural address Monday, as he went through the priorities of his second term. On Tuesday, three people were wounded in a shooting at a community college near Houston.

Voyage Theme supports 3 menu positions: Top, Section and Footer. They are used for different purpose and styled differently as well.

Menu in WordPress

WordPress 3.0 introduced the custom menu system. Now most themes (if not all) support this feature. However, many users do not know how to use this feature. They are still using page menu.

In short, WordPress has a builtin menu editor that allow users to create a multi-level custom menu. Please refer to WordPress Menu User Guide for details.

Voyage Theme supports 3 menu positions. Top Menu is a non-responsive CSS menu. There will be a theme option (Header > Fixed Top Menu) to fix the menu on top. Section Menu is a JQuery responsive menu.? Footer Menu is a single level menu with minimum styling.

Once the menus are created, they need to be assigned to the menu positions supported by Voyage Theme in Theme Locations tab. Not all menu positions are required. If no menu position is assigned, Voyage Theme will use WordPress? page menu as a fallback.

Tips: A menu item can be a page, a post, a category, a tag or an external link. If you cannot find the item I mentioned here, check out the Screen Options on top-left corner.
